What problem does this feature solve?

因为在使用typescript v5中，启用allowImportingTsExtensions，要求"noEmit": true，然后导致无法发出类型文件warn - tsconfig.json noEmit is true, will not emit declaration files! 同时有需求共用一份类型文件，无需为esm/cjs各生产一份类型文件，所以希望能支持类型自定义产出路径
