Create umbraco-marketplace.json

This adds an umbraco-marketplace.json file to add some additional details and a category to the listing.

We already have this file on V11/dev. Guess that branch need to be default branch then? IMO it is not a good solution to have this file on the master branch

We look for it on the default branch, yes. So yes, having it on v11/dev and making that the default would work.
