Umbraco Form > On Submit Form "Thank you" Workflow, Rich Text editor does not allow to pick up blocks

On Umbraco forms - Thank you message RTE Editor does not allow Blocks.

Have set RichText Configuration in appsettings.json as below. image

Still, it does not allow blocks to pick image
