Implement a Country Discount Rule

A Country selector Discount Rule would be very handy for situations where a discount should only be applied for orders originating from certain Countries.

For example, a 100% shipping discount may apply if the order is made within the USA or Australia and the order value is over a certain amount. For all other countries, the discount does not apply.
