SQL Azure firewall rules is buggy

Issue description

When I click this: Your IP address is not on the list

I get this: Only IPv4 supported

Access was blocked despite my IP already being listed. Access was allowed after adding my IP again, even though it was already listed. On further testing I think this is because you still list firewall rules for databases that have been deleted (replaced by the upload and restore database feature).
