Problem with Russian font

The Russian letter "у" is not printed (the same key as the Latin "e"). In the ~/.vnc/xstartap settings I registered setxkbmap ru. All keys work perfect except this one. It doesn't print correctly. Server is Tigervnc. OS - Red Hat 7. Another client (RealVNC) prints this letter correctly on the same server (see screenshot).

Current no solution, require a full remake of the keyboard handling
