How to add mcts SEI info to hevc file ？ For example，Motion-constrained tile sets extraction information sets SEI message，thanks~

Hi,

It has been vacation season here, hence the late reply.

This SEI message has not been implemented in Kvazaar so far. Is there some reason this would be useful?
