Re-enable 32-bit support (Windows only)

Some developers are still on 32-bit, we can technically release a minified (non-JIT) build of 1.3 to unofficially support such linkage.

Expressing interest in this too. We have a use-case with a 32-bit application that we can't recompile, but want to embed Ultralight in it regardless. JIT isn't too much of a concern.
