Build process cleans and downloads SDK each time

Why do the instructions in "Writing Your First App" force a clean and download of the "SDK" each time?

cmake --build . --config Release --clean-first

why doesn't a normal cmake rebuild the proper things? It doesn't work.

I find this off putting.

Well you can just download the sdk file for once, put it some where and then edit the cmake file and swap the URL with the dir path of the already downloaded 7z file
