no outgoing connections when incoming blocked

When I block all incoming connections in the settings, then I would expect outgoing connections to work regardless. This is the case on WLAN, but not on LTE data. In fact, on LTE data, no outgoing connections succeed, for any app (including TOR which has its own DNS), even after permitting all apps in afwall.

AFWall+ -> three dots -> preferences -> rules/connectivity -> ipv4 chains -> input chain. (this is what causes the error when disabled.)

On further thinking, maybe I completely misunderstood what this setting is for, and other users would also benefit from clarification (or a pointer to a manpage) what this setting actually does.
