[FEATURE] Seperate VPN settings for mobile data and Wifi

Hi,

I'd like to be able to keep VPN running on mobile data but all apps that should only get access through Wifi + VPN still can access the internet on mobile data.

Please add a check for a combination off VPN + WIFI or make a new option in the UI so when switching to mobile data disallow all access to the internet when mobile data isn't allowed for an app.

Yea that would be great if you want to restrict mobile data usage while still using something like an adblocker vpn on top
