Hooliganattacker can use skill at the night after pyrotechnist's skill

After a Pyrotechnist use his skill , a hooligan can also use hooliganattacker's skill at the night.

According to Pyrotechnist's job description, I think everyone should can not use skill at that night.

It should be a bug…

I might have an idea of the cause... Not sure how to fix, however.

Hmm, this seems to happen when someone has become a Hooligan at the same day (or joined to endless yaminabe as a Hooligan)
