feat: Separate user templates from "system templates"

To simplify management of installer scripts., we should have two different directories for OOTB (i.e. system) templates and user templates. At the moment it's a single dir and that generates confusions and possible scripting hard decisions: should we remove the templates dir during an upgrade or not?
