This PR#2290 depends on fv3atm PR##836 and ccpp-physics PR#207. These PRs are created for updating the code of the GWD.

The new orographic data temporarily stored at: /scratch1/NCEPDEV/global/Qingfu.Liu/git/GWD_SHong/APR2023_SSO and this new data should replace the old data: /scratch1/NCEPDEV/global/glopara/fix/ugwd/20231027
