Develop and enable multiple moving nesting capability for ufs-weather-model

Description

Currently, ufs-weather-model only allows one movable nest. This development is to expand and enable multiple moving nests for ufs-weather-model.

Solution

HRD colleagues (e.g., @wramstrom) working with EMC colleagues are currently developing this capability, especially for the HAFS application.

Alternatives

Stick with one moving nest.
