Add moving-nesting build and namelist related documentation

Description

Provide a clear and concise description of what the problem is. Ex. I'm always frustrated when [...] The FV3ATM moving-nesting capability is being merged through PR #1104. There are new build, input namelist, model configure options for the moving nest capability, which need to be updated in the ufs-weather-model documentation correspondingly.

Solution

Add a clear and concise description of what you want to happen. Add moving-nesting related build, namelist, and configuration option related documentation.

Alternatives

If applicable, add a description of any alternative solutions or features you've considered. Since there will be upcoming further clean-up/optimization for the moving-nesting related codes in the FV3dycore, the related documentation may also change correspondingly. So, alternatively, these documentation updates can come together with the next round moving-nest related code clean-up/optimization PR.

Bin,

I will work on some documentation here. I plan to focus on an overview of the moving nest functionality, and how to configure it in the namelist.

Perhaps you can help with some description of the workflow configuration for moving nest, especially the generation of the high-resolution static data.

Bill updated dycore (moving nested code from dycore to fv3atm). WIll have final documentation when HAFSv1 configuration is fixed.
