Add 'follow/subscribe' CVE option

Create a new subcommand by which you can follow or subscribe to the updates of a certain CVE. When a user subscribes to a cve, he should recieve a dedicated ping or PM if the Description, Weaknesses, References or Metrics changes/updates.
