Bistreams under closed licence with "Ask only once" accessible to everyone

At the CLARIN.SI repository we have the closed academic licence https://clarin.si/repository/xmlui/page/licence-aca-id-by-nc-inf-nored-1.0. The licence has:

Confirmation | Required user info | License Label | Extended Labels |
Ask always | COUNTRY, EXTRA_EMAIL, REQUIRED_ORGANIZATION, INTENDED_USE | ACA | BY NC Inf |

and everything works as expected. However, if the Confirmation is changed to "Ask only once" then the bitstreams of the items under this licence become freely accessibe, i.e. you can download them without even logging into the repository. Does this happen also at the LINDAT installation, or is it some specific problem related to CLARIN.SI?

I'll have to check that. Though it's the change that's causing the issue, right? Does it work as expected, if you create a license as "ask only once"?
