Construct Gazebo world file for Start Gate Task

This task requires the construction of a Gazebo simulated world that has all of the needed materials to simulate the Start Gate Task. As a result, this world should include the following simulated items:

For a quick tutorial on how to make a world, please see the linked guide. For more information on the competition environment, please see page 10-12 of the Rules v2 Handbook (linked in the parent issue).

To complete this task, please open a pull request with your world file. A leader can then approve it, and merge your pull request in to the tracking branch. When the world file is successfully in the tracking branch, everyone can use it, and this issue is completed!
