`sub8_vision_tools` contains duplicated file `rviz.py`

Currently, the sub8_vision_tools package has a file named rviz.py, which contains utility tools for drawing structures in Rviz. However, this functionality has already been implemented in mil_tools.

The rviz.py file should be deleted, and files that depend on this one should instead depend on the necessary functions in mil_tools.
