Migrate CI to ROS2

What needs to change?

We will need a way to reproducibly test our setup in ROS2. We will need to upgrade CI to make it work with ROS2, instead of just being focused on ROS1.

How would this task be tested?

1. Update the CI config and ensure that it works with the ROS2 version of the repo.
