Setup hydrophones testing suite

What needs to change?

We will need to work with our partners to setup the hydrophones testing suite. This will provide us with a way to regularly test our hydrophones reliably without necessarily needing to test them in the water first.

How would this task be tested?

1. Contact our external partner.
2. Setup the testing suite.
