Ensure hydrophones code works with oof.bin

What needs to change?

We need to make sure that the existing hydrophone code is able to work with the oof.bin testing file. There are currently errors in the filtering algorithm that is preventing data from coming through.

How would this task be tested?

1. Run the hydrophones tcp dump with oof.bin and check if results are expected
