Custom keys mapping for non latin alphabets

Description

vim-vixen not work when keyboard layout alphabet different to latin

Steps to Reproduce

Switch keyboard layout to Cyrillic/Japanese/Chinese/Arab etc

Additional information

Similar extensions on Chrome use mapping list of letters non latin - latin

in Vimium and Vimium-C there is an option to ignore the layout
