[FEATURE] Separate HCL scripts between UDP vs Localhost

Is your feature request related to a problem? Please describe. A comment on the #udp-feedback-questions brought up the question of why we just do API AM (Custom Authorization Server). API AM was required for UDP but is not required for localhost development.
