Optional tecplot

Hello

I was wondering if there was a way to make tecplot an optional dependency instead of a strictly required one. This is my attempt at doing so.

I am not a Fortran programmer, so I'm not 100% confident in the correctness of this PR, but it does compile and seems to run.
