Check and use Procursus Bootstrap

Procursus Bootstrap can be installed on macOS. If Procursus is installed, don't use brew, don't pull the apt-ftparchive binary. Instead download apt-ftparchive, zstd, xz-utils, etc. from Procursus macOS Repo.

i expect the check to be similar to brew, but instead which apt rather brew.
