New Legal Agreement Workflow for Data Use

1. Organization -> a) Data head (generally desired to be the PI or scientific lead) signs full DUA/DSA (the working/existing draft) on behalf of their organization.
   b) They then assign multiple individuals from their Organization.

2. Individuals -> a) Each individual user signs baby DUA/DSA once (should be based on org DUA/DSA, w/ organization specific language stripped out) b) Before first access, the individual user takes c.10 question test/form showing understanding of system / Data Use / security and compliance c) Clickthrough on VPC login node (c. 2 paragraph on data/services use)

Implementation Request 1: 'Certification Test' (see 2b above)

One time only, when a user logs into the data portal, need them to pass a ~10 question quiz on proper use of the system. Once the user gets n/10 right, their access is confirmed. Will need to store results and only serve page if they have not passed the test.

Similar to what we have on OSDC Resources (Griffin/PDC), a user should see a click through when logging into the headnode. See attached screenshot.
