Add a highlight section in the rich text editor

Add a highlight feature through wagtail-hooks. We will need to provide a basic set of colors at least (yellow, red, blue and green). An further highlight colors can be added such as the Ubyssey's accent colors.

The Github Gist is an example of a highlight feature implementation.
