Bug: PC USB Connection Displays Files on Locked Phone

Steps to reproduce
I plug my phone into my computer via USB and my home directoy opens in the file system. The phone is locked.
Expected behavior
Password prompt on phone before displaying file system.
Actual behavior
Files are displayed with zero user interaction. Just plug in USB and you have access.

I can't find anyrhing logged, but if you want one, no problem.
This almost certainly should only be the case if you unlocked the phone some time before that. Remember that you trust the PC, but the first plug into the PC should definitely block file transfer from happening when the device is locked. Does this happen after every boot?
I just rebooted my phone, unlocked it with the password, checked the battery, and locked it. Plugged in USB, phone shows but no files. Unlock the phone and I get files. Tested several times, unplugging USB etc.. This is an intermittent issue. The other times I've done this, it survived reboots (I installed a SIM). I just plugged in the USB to a locked phone and had file access.
Edit to add: I did enable Developer Mode before that last reboot, that is the only change I can think of. I can see a possible connection.
I doubt it can survive reboots. After all that years I sometimes wished it had this feature :)
