[ally] built-in controller device can disappear after suspend resume until hard power-off

Had an instance of the HID device that is used by HHD going away, with a restart not fixing it. Device had to have power interrupted via shipping mode.

On wake the gestures to open Steam Menu / Quick Access continued working, but these also stopped working after reboot.

HHD Plugin complains about missing device, never finds it:
