can't rebase to surface images

very happy to use this on old surface 4 pro doesn't seem to matter which image i choose, eg

rpm-ostree rebase ostree-image-signed:docker://ghcr.io/ublue-os/bluefin-surface:39

error: Generating initramfs overlay: Adding modules-load.d/ublue-surface.conf: stat: No such file or directory (os error 2)

doesn't reboot, have to revert

Maybe i'm missing something? very new to this stuff
