Adjust the libs' targets

  • Make NGitLab lib target only netstandard2.0, which should be enough to accommodate most (if not all) consumers
  • Make NGitLab.Mock lib target net472 & net6.0, in concordance with LibGit2Sharp (which unfortunately does not target netstandard2.0)
