Add changelog for v4.0.0 release

H3 version 4.0.0 is expected to be released on Tuesday August 16, 2022.

For the changelog, I assume we want to copy everything that has changed in an RC into the changelog for v4.0.0?

The release date is being moved to Tuesday, August 23, 2022. Today we are releasing what I expect to be the last release candidate, 4.0.0-rc5: #640
