Improve GitHub Actions workflows

Coverage remained the same at 99.188% when pulling 015f32392c25c06dac551180899f6c3cc444eff6 on smorimoto:fossa-action into ada006234a8c7f9f3cfa35a5dea341b5e110cb65 on uber:master.

FOSSA_API_KEY does not seem to be found. I think we can remove the Action from the workflow or just add it, what do you think?

Yes, unfortunately we haven't migrated the secret API key over from Travis CI yet. :( We can remove the action until that's done (and then use the fossa-contrib/fossa-action@v1 action you use here)
