Remove `requirements.in`

requirements.in was a temporary solution for https://github.com/uber/h3-py/issues/153, until jazzband/pip-tools#1047 gets resolved.

Just a note that the referenced issue was closed recently. See https://github.com/jazzband/pip-tools/pull/1356. Though not yet released https://github.com/jazzband/pip-tools/pull/1362
