setWorkerActivitiesPerSecond and setTaskListActivitiesPerSecond doesn't have any effect on workers

In the java client workers do not take the configuration given in the throttling methods. We are passing 0.1 in the workerOptions but doesn't have any effect. There are a couple issues open related to throttling, with this one 3 are open. Thanks
