Provide release binaries of `mockgen`

Do you think that you could provide the same release binaries as the original project did?

For example: https://github.com/golang/mock/releases/tag/v1.6.0

Sure, we can do that starting from v0.3.0 which will be tagged soon.

Hey @sywhang any estimate on when the next version will be tagged? I'd like to migrate, but am waiting until next version so I can get the support for generics. Appreciate the work your team is doing!
