Accessibility updates added

Resolves #233 — Tooltips added to several buttons, and icons (such as the "Add Users" icon) that were difficult to distinguish are now replaced with simpler, bigger icons. The color contrast ratios across the website were tested against the WCAG and pass for all types of visual impairments, and the website also works with a screen reader as expected. These updates build off of the Bootstrap 5 update in PR #564.
