Automating Slurm & FreeIPA plugins

These are the issues that should be resolved to properly, fully automate the Slurm and FreeIPA plugins. Most likely this would be done via a cron job running the coldfront commands for slurm dump/sacctmgr load, slurm_check, and freeipa sync.
