Project & Allocation Notes: no distinction between private or public

On the project and allocation notes, an admin can make them public (viewable by users on the project or allocation) or private (only viewable by admins). However, there is no distinction between these two when the admin is viewing them. It might be good to use the lock symbol like we do for private allocation attributes to better distinguish between these two types of notes.

The current way notes are done on projects and allocations has some issues and we do have plans to revamp notes/logs for the project (see #407) so this should likely be done as part of that. Just wanted to make sure this issue was noted.
