As an admin, I would like users provided with additional options when requesting allocations

Currently, the allocations request for provides a drop down of resources the PI has access to request, a justification text box, and users to add. Some resource types also request a quantity (i.e. storage and cloud). The quantity is an integer and may not make sense for some resources. This should be expanded to allow for other attributes or options. Currently, this quantity value is not used for any allocation attributes or tie-ins to plugins.
