Promo-bikey is a extremely local initiative that seems to have bought and rebranded the defunct Mo-bikes that were for auction some time ago. Seems they use technology (AXA Locks) in combination with Nazza Mobility-as-a-Service (MaaS) for fleet management/app which in turn uses the following API: https://github.com/TOMP-WG/TOMP-API
