Clean up import/export portlet page

Describe the bug The UX of the import / export portlets utility should be cleaned up.

  • Stop Upload button should only be enabled / displayed when portlets are being uploaded.
  • After a portlet is uploaded, the Remove from queue button is still present, though clicking on it does nothing.

That fix made the Stop Upload button behave, though the Remove from queue button is still there after 'upload' is pressed
