v20.52.0 cannot run on RHEL 9 (glibc=2.34)
According the doc, RHEL 9 is not the tier1 platform, but RHEL 8 is? (surprise)
And, the v20.52.0 required glibc >= 2.35 (not test on RHEL 8, but I think it would also fail)

You are overcomplicating (and mixing up) things here.
The issue is that binaries now require glibc 2.35. You have 2.34. That's it.
RHEL 8 will also fail.
