Netconfig: Check netconfig before running dhcp

At the moment dhcp runs no matter what.

I'm for "seperation of concern" here. Netconfig should have happend before cpu is started, otherwise error out with "no net config found"

Edit1: Or at least check for a netconfig before running dhcp.

Does this still apply @ChriMarMe? I haven't seen that behavior, having used cpu for quite a while now and I think it didn't attempt things when I tried without network configured.
