Can't connect to android's wifi router

The title, by itself, might lead to a misunderstanding. So I've used LADB at home for some time now with no problems. I was always connected to the wi-fi TP-link router there. But because I'm on a trip and I have to access adb outside, I tried using my other phone (same model), enabled Wi-fi router and connecting to it. I turned the flight mode on/off, enabled wireless debugging first, then USB debugging. Confirmed access to debugging when the notification popped up and then I reset LADB and paired it it the split view mode. No problems until here. It showed that it connected successfully but now it just hangs on "Waiting for device to respond (5m)"

I tried many and more combinations, reset ladb several times, removed all devices from debugging list and readded them but it is still the same thing. FYI it's just because I have to reboot the phone but because I have a S10e without ramdisk I have to always boot with an usb cable plugged into pc (which is not an option) or with my lovely LADB [command: reboot recovery]

So... did ANYONE succeded to use the app while connected to a another android phone's WiFi router? LADB

I believe this should still work. Is it possible that the hotspot-hosting phone has wireless or adb debugging enabled too?
