changed seems no more working

I wanted to find the last modified boundary relations so I created 2 queries, one with newer (no problem, see https://overpass-turbo.eu/s/1lph) and the same with changed : https://overpass-turbo.eu/s/1lpi

According to the wiki https://wiki.openstreetmap.org/wiki/Overpass_API/Overpass_QL#By_date_of_change_(changed), "If only one date is given and it is run with the current timestamp, then it behaves exactly like "newer" with two exceptions: first, it is faster (see note), second, it can also stand as the only filter."

Why the result includes so many relations with a timestamp not in my query, for example the relation 1125765, modified 9 years ago ?
