Divide suggestions into bins when sorting:

• Primary: users not yet chatted who have been online in the last week sorted by last online, score
• Secondary: users who have been online in the past 2 weeks sorted by last time talked (nulls first), last online, score
• Tertiary: users who have been online more than 2 weeks ago sorted by score, last online
