Use `tlJdkRelease` to set JDK used in GHA

tlJdkRelease effectively sets the minimum JDK you can use in CI. We can adjust this automatically in the sbt-typelevel super plugin since it depends on both the settings plugin and the GHA plugin. h/t @timwspence.
